Background

Oklahoma has a lottery and Class II and III tribal casinos.

Tribal Casinos

In 2004, voters approved a referendum creating a model for tribal/state compacts that would govern Class III gaming on tribal reservations. Tribes under compact were permitted to offer: electronic bonanza-style bingo games, electronic amusement games, electronic instant bingo games, and nonhouse-banked card games.

Fees: Under the tribal compacts, compacted tribes pay a monthly exclusivity fee to the State of Oklahoma for the exclusive right to operate compacted gaming.

Electronic Covered Games:

4% of the 1st $10,000,000 of annual adjusted gross revenues (AGR)

5% of the next $10,000,000 of AGR

6% of AGR over $20,000,000

Table Games:

10% of the monthly net win

 

Lottery

Development: In 2004, Oklahoma voters approved the Oklahoma Education Lottery Act, creating a state lottery.

Beneficiaries: The Oklahoma Lottery contributes 45 percent of funds raised to higher education. Higher education funding is used for such things as tuition grants, loans and scholarships for Oklahomans, renovations and expansions of universities and colleges through out the state and endowed chairs for professors at higher education institutions. Funds allocated to higher education can also be used for construction of educational facilities, capital outlay projects and technological upgrades for educational institutions.
